Think of it this way. Billionaires and celebrities usually have multiple mega-estates, exotic car fleets with supercars, and giga-yachts -- all of which need protecting year-round, even if the VIP isn't present. Depending on how high profile the billionaire is, one could have dozens of year-round security personnel working 24/7/365.
